Translate a single sentence in Spanish?

For a short story, how do you say "If you don't have papers, you can't get on" in spanish? It's for a futuristic story that still deals with border patrol, so not Spanish you'd speak in Spain but the dialect that would get barked at you by an angry Texan border patrol.
