My new betta fish is hiding under the pebbles in the bottom of the bowl is he dying?

Bettas and other gouramis usually rest at the bottom of bowls/aquariums but if he's hiding under the pebbles, that sounds a bit abnormal. What size bowl is it? Is it a new betta? Is there anything else in there with it?
